Is the exclusion of China from the global space effort bringing on another space race?

China successfully launched a telecommunications satellite recently.

The Apstar 7 satellite is replacing an older model and was built for China in France and Italy.

But otherwise, China is being left very much on their own with their space program. Their astronauts have never been invited onto the International Space Station.

So China, with typical national pride, is forging ahead with their own program, foreshadowing missions to the Moon and more.

You have to question what degree of overlap and waste is happening as a result of this exclusion by America? In times of struggling space research budgets, wouldn't it make more sense to work together?

And then would the flow-on benefit be a greater integration of China into the world society? This is what is happening with the economic integration of China.

Is the far greater suspicion about the space technology really justified? Is it counter-productive? Nation-states simply don't launch missiles at major trading partners.
